Below the skilled trades are the relatively unskilled workers, the shoe shiners, the labourers, the coal heaver and the dustman. Note that all of these workers are depicted as men, reflecting the near absence of women in the Victorian workforce except as scullery maids and servants - who notably do not even rate a mention in Cruikshank's vision of the perfect British society where everyone has his place in the hierarchy.
